OUR CLIENTS: William and Flora Hewlett Foundation


William and Flora Hewlett FoundationViewpoint Learning, with support from The William and Flora Hewlett Foundation and The James Irvine Foundation, undertook a statewide ChoiceDialogue research project designed to provide state and local leaders with deeper insight into the views, values and underlying assumptions of average Californians on some of the key issues and choices facing the state.

In Listening to Californians: Bridging the Disconnect, Viewpoint Learning found – in every dialogue, in every part of the state and on every issue examined – a profound mistrust of government and elected officials, which undermines the ability to build essential public support on issues.

In healthcare, for example, Viewpoint Learning found strong support for moving toward a system of universal coverage, but strong popular mistrust of such a system being fully controlled by government or by employers. Viewpoint Learning's work culminated in steps that leaders can take to break through this mistrust and build the public support needed to address important fiscal and policy challenges.

Following the citizen dialogues, leaders from across the state took part in Stakeholder Dialogues with citizens from the ChoiceDialogues to work together to further refine their vision for state government and to identify possible steps forward. In addition, civic and elected leaders and key legislative staffers participated in a series of Interactive Briefings designed to engage a wide range of leaders in finding new ways forward on these gridlock issues that the public is willing to support.
